Caerphilly merges social services and education scrutiny and appoints Labour member

It was a pleasure to read the article by the leader of Monmouthshire County Council, which mentions that no one has a monopoly on good ideas, working together, cooperation and dialogue. Here in Caerphilly, the ruling group decided to merge social services and the education scrutiny together.
